Technically no, you have to born an American citizen and at least 35 years of age.
Article 2 of the constitution says "natural born citizen" and it has never been definitively decided whether this means born in the US as a citizen, or born a citizen (perhaps overseas) to American parents.
No one has ever tested this as a born citizen born abroad.

Yes, you have to be born in the US to be president. Also, even if your parents were born in the US but you were born in a different country, even though you are still considered a US citizen, you cannot be president. You HAVE to be born in the US.

Article II, Section I of the Constitution states that a candidate must be 35 years old, he must be born in the U.S. (the Constitution does not say anything about being born overseas on U.S military bases as other posters stated), and a U.S. resident for a minimum of 14 years.

No, but very few who are not are qualified. You have to be a natural born citizen, which means a citizen since birth. But it is technically possible to be born a citizen of the USA but not be born on US soil. A child born in Mexico to two American parents who have lived in the US for a long time can be registered as a citizen at birth. Again, a NATURAL BORN CITIZEN is what the Constitution states. Given the definition, it is possible, but hard.

Yes, although one exception would be, for example, if your parents were US citizens, in the military, and deployed overseas when you were born. In that case, you would still be considered a natively born US citizen.
