I think you should try the shops that you like first because if you want to be a fashion designer you probably like the clothes in that paticular shop and you would be able to learn from that.

Usually you have to go to art college first and do a degree or HND in design. Look at Central St Martin's in London (http://www.csm.arts.ac.uk/) which is highly respected and a good place to start.
