The coaches that have the best record in their conference. So if the all-star game was to start today it would be Avery Johnson for the west and Flip Saunders for the east. Because currently the Mavericks and the Pistons are the best in each of their divsions.

Im not sure, but it could be like in the NFL, whoever lost the conference championships their coaching staff works. Idk if they do that tho because the NBA has the all star game in the middle, that would be a long time to carry over
