It is a stereotype from a long time ago:
Urban Dictionary:
when a pretty blond girl does something stereotypically "Blond" ie: walking into a pole, not getting a joke, or getting it slower than other people, and/or saying lots of "likes" in the same sentence.
A flash of momentary stupidity.
"I had a blond moment as I attempted to recall what that little boot-shaped country was called."
Something that happens to someone (who is not always blond) that makes them feel dumb.
When someone who isn't blond does something stupid, or forgets something obvious.
It was what blond women did & portrayed themselves back in the 30's / 40's for movies. It made them funnier on film & radio, and it stuck.

apparently, research shows that the stereotyping is only ever really true of 'imposters' :)
for example, redheads aren't necessarily fiery. but people who choose red as a colour to dye their hair are quite likely to be fiery.
same with brunettes and intelligence.
and same with blondes and stupidity.
