I take it to mean that if you enjoy things that are not expensive (you find happiness in inexpensive things like going to the park or spending time with friends and family) then you will be "rich" because you always can afford to make yourself happy. However, if you only find pleasure in expensive things like new cars, fancy clothes, and first class vacations, then you will be "poor" because you may not have enough money to afford to make yourself happy easily.

Basically it means blessed are the easily amused or if the little things make you happy then you will have a happy full life (because the little things are easier to come by, so uhm enjoy them!)
