I take it to mean that if you enjoy things that are not expensive (you find happiness in inexpensive things like going to the park or spending time with friends and family) then you will be "rich" because you always can afford to make yourself happy. However, if you only find pleasure in expensive things like new cars, fancy clothes, and first class vacations, then you will be "poor" because you may not have enough money to afford to make yourself happy easily.
