kinda move by itself? This is happening sometimes when I'm on Answers?

The up-and-down-arrow icon is a sign that you have inadvertently clicked the scroll wheel.
You can turn it off by going into control panel, select the mouse icon, and follow instructions on turning the wheel function off.

well, sometimes you are probably clicking the scroll wheel on your mouse, which activates an auto-scroll feature. To disable it, just click on your scroll wheel (click down on it). And thats also how to aviod doing it, dont click the central scroll wheel

go to control panel on start menu then douple click the mouse icon if ur mouse still working click on pointers from cheme take none
