If you are a teen ager, its normal, and goes away on its own. If you're older, it might due to hormone imbalance, namely, to much estrogen. If you are taking steriods or testosterone for body building, that could be the cause. Excess T in your system can get converted to E.

u might be a little sensitive to the weather or your hormones are acting a little wierd. if your really worried go see a doctor

i have that too, i got it last time i was in mexico
and when its cold, they shrivle up like ive been sitting in water for a few days
