Is she having the dresses made? If so you'll have to go in for a fitting / measuring. When you go, wear your regular bra and enhancers, and bring an extra set. If you leave your extra set with the dressmaker she can incorporate them into your dress.
If the dresses are being bought off the rack and then it is up to you have them altered, go to a good seamstress and have them pad your dress.
If If the problem is the low cut of the dress, then try NaturalBra. Some people call these type enhancers "chicken cutlets". They will fit in any bra and give you as much "extra" as you want.
If the dress is backless then try Nubra for 1 extra cup size.

A couple Q's: Are there other bridesmaids wearing the same dress? Did she already purchase them? If not, and you feel that uncomfortable, maybe you can get out of wearing that particular dress. Maybe you can even talk to her about it and see what she says.
If wearing the dress is a must, then find a good bra. My suggestion is to go to Victoria Secret. They are expensive, but worth it. I was in a very similar situation- what I did was I wear the VS bra that had the water in it (so it feels real when touched and adds quite a bit of extra padding), and was also a push-up. It was also one of the bras that you can switch out the strap. I went to walmart and bought the clear straps and also had a relative sew a couple stitches in the back of the dress to make it a little tighter (since for me the dress was a little baggy up top)- it also enhances the look of your breasts "popping out" so-to-speak! Have you tried wearing bras without padding? They're a lot more comfortable. There are also bras that give lift without the padding. The material on the underbreast is tighter so it pushes you up because it doesn't offer as much room for the breast as a normal bra. You can find these just about anywhere. Try Fredericks, they have some really pretty styles and are more affordable and durable than Victoria's Secret.
The push up without the padding bras also make you look not as padded or stuff. They won't make you as big as a padded bra but it'll be more noticeable than if you were to wear just a regular, non padded, non pushup bra.

Have you tried looking into a strapless padded bra? If you get one in a nude tone, you wouldn't be able to see it under the dress, and you'll still have your padding. Victoria's Secret makes good bras for that, but you can also find cheaper ones that will work just as well if you look in the lingerie section in JC Penney's or something.
If the the dress is really low cut (like backless, or really low cut in the front), and a strapless bra won't work, maybe you could look into one of those backless bras that you just kind of stick on. I found mine at Walmart, and I've been able to wear backless stuff, and pretty low cut stuff without losing the padded effect. See the link below. If you know what you're looking for, you can find one that's a bit cheaper...the link is just to give you an idea.

There are a lot of variables here.
We're not clear whether or not the dresses have already been bought.
You haven't told us just what breasts you do have -- if you've any flesh at all it can be pushed in the right direction and a good gel bra can work wonders.
Depending on the design of the dress it should be possible to sew polystyrene formers into the dress itself.
The one thing you're going to have to be about this is honest. Tell your cousin the problem. Tell her you'll do your best to work things out. Speak to them in the store, if she hasn't yet bought the dresses and show them exactly what you have and ask their recommendations. You're certainly not going to be the first flat girl they've seen.
Remember that a flat chest is not necessarily unattractive. Nipples are to a flat girl what breasts are to a normal girl.

Hit the department store and look for a bra that will be concealed under the dress. Then buy those "cookies" to go in it. A good bra-lady should be able to help you out and give you the look you want. (Take the dress if you can)

well this is the type of situation that u would have to think hmmm should i think about myself or should i think about my cousin.I know it may be alittle embarrasing but your cousin needs you for her wedding. You can't tell her to change the dresses because it's what she chooses. The important thing is your going to be there for one of your cousin's best day of her life. It's not bad going natural thats how god made you,everyones beautiful and unique in their own way.Lighten up and just have a good time.

you could have pads sewn into the dress that are specially cut to fit, then you would be padded and not have to wear a bra!!

wear the pasties. they are made out of silicone and the have adhesive that sticks to your boobs. The conceal and enhance your bust. You can find them at Fredrick of Hollywood's or sally beauty supply. Have fun!
