What does it mean when you get intense eye contact with someone...they smile...then turn their back..but then?

same silliness of staring and smiling goes on..im married...'husband' is around..they turn their back..think its rude..when sees me the eye contact is pretty full on...i never smile back even though they are good looking..the smiles are just thought its rude/weird? whats the deal?

it could mean a few things but the first thought is flirting. it is eather that or some one just being friendly in there own way.
