Everything and everyone is ultimately interconnected, forming a Universal Oneness (an anomalous-as-it-maybe transdimensionality that might even allow for Nothingness). There is an underlying Reality/Truth that runs through the very core of Being and Consciousness - hence you don't have to necessarily be a thief, for example, to identify/recognize one. As for the idea of "knowing" anyone - one can only form the apparent image of "others" in the mirror of one's own "self". In other words, at best, we can only hope/attempt to "know" others as well as we THINK we know ourselves within the boundaries of our evolving substrate of belief.

Example: Sandra just told Becky a lie, so Becky calls Sandra a
liar. Well, because Sandra thinks Becky lies all the time too, Sandra says, "takes one to know one!" Meaning they are both in the bad habit of telling lies.
