to speak is to have words come out of your mouth.
to tell is to convey something orally to another person or persons.

When you say I speak, it only means that you are talking. If I say I speak to someone, you don't know what about. You generally use tell when you are trying to convey to someone what it was that you spoke about.

I speak to my parents every day.
I tell them what happens during the day.
They speak to my sister as well.
They tell me that she is doing well.
It is nice to speak to your family, and it has been nice to tell you about it.

When you 'tell' it's a type of speaking, but it can also be done in writing. It suggests you're explaining something to someone.

When you 'speak' it means you're saying something, anything, out loud with your voice.

Example:

I will speak to my mother on the phone later today.

I will tell my mother about my new car when I speak to her.

speak means talking to someone 'speech' .... i.e. : she spoke with me few minutes ago on the phone .. tells means informing someone with something .. i.e. : she told me that she is travelling to usa tomorrow ...
