He's just a character that's there to be there. I thought it was odd that he got so many while the Plastics didn't get as many.
The reason why Damien said that was to rub it in Gretchen's face that she wasn't going to get any.

Like Jacquiqui said, Glenn Cocco is a friend of Tina Fey. Fey wrote the screenplay for "Mean Girls" and she probably added that name into the scene with the candy grams as sort of a behind the scences inside joke. I've seen it in movies before. In Sleepless in Seattle, Tom Hanks struggles to remember all the chicks he slept with in college and screams "8! Mary Kelly!." Turns out that Mary Kelly is the name of the actress/script supervisor sitting next to Meg Ryan on the plane who says "Don't you just hate flying." She also shows up at the end of "You've Got Mail."

ha ha Glen CoCo was just a student in kady's history class. Its the quote the big guy says when he's dressed as santa claus and passing out the candy canes. He got four! lol

They don't show Glen Coco in the movie.Damien said it like that to make Gretchen feel bad and get mad at Regina so she would crack.

He is noone important, he just got alot of candycanes, when the santa passed them out, and he said you go Glen coco, because he got all of those candycanes.

He was just saying a name of a person to give the candy canes to them when he was passing them out. (Cadie gets some from Regina and Gretchen doesn't get any.) It was just a name for somebody in the room.
