The Southern site was agreed upon by Alexander Hamilton and James Madison and George Washington picked the official site. Pierre Charles L'Enfant was the principal designer. L'Enfant had to work under 3 commissioners. Because of his temperament and other problems with the commissioners, L'Enfant was fired by George Washington. As a result, Andrew Ellicott and Benjamin Banneker surveyed the land after being appointed by the commissioners. Ellicott revised L'Enfant plans. So, I guess Andrew Ellicott is the answer.
