On the electrical side you'll need Triacs to handle the AC. Triacs can be used as switches for Alternating Current. You'll need some digital electronics to control the various Triacs. Typically you can use J/K flip flops. You'll need to route all this into a serial multiplexor and from there into a parrallel port controller to a PC.

Next you'll have to design a software utility to interface with the parallel port controller.

From there you'll need a web app and a web server

The web server will have to be placed on an Internet accessible IP address.

Well, this can be complicated. A question come to mind. Do you already control the electric system through your computer? If yes, you can get VPN installed on your machine and control it. But that also means that you would have to have VPN installed on another machine to control it but keep in mind you could be in California and turn on a lamp in your living room that is in New York. A security compnay could help with the installation of the electrical system in your computer. Then you can call a computer specialist compnay and get the rest setup.
