Depends, do you want to be known as a low cost shipper or do you want to charge extra for shipping and save some E-bay listing fees?
Some sellers charge rather high shipping cost, this lets them list items at a lower starting cost, thus saving E-bay fees and showing up on searches where buyers sort with the lower price first.
I have 2 E-bay selling accounts, one I charge low shipping cost on ($1.00 for a 3 ounce item) and the other higher shipping cost on ($3.49 for a 3 ounce item) The total cost of each item is about the same on each item sold The actual shipping cost is $1.01 with a pay-pal shipping label including 14 cents for delivery conformation.
I have held a power seller status (good feedback and at least $1000.00 per month sales) for several years on one of the selling accounts.
I sell more items at the higher shipping cost and lower buy it now sales price.
If you charge to high of a shipping cost you risk poor feed back. Just be up front and honest in you listing as to your shipping methods, expected processing time after reciving payment to when your shipping the item etc.

This depends on the method of shipping. You'll have to check with your local carrier. Also include costs for packaging.

depending what part you're sending it to...i Suggest UPS it's the best i've used and it's really cheap and it all depends on the package size and where you're sending it to...i usually charge a little bit more then i think just for gas and everything else...go to their site and check the prices out
