after erection is achieved but prior to any intimate contact.... i.e before oral, anal, or vaginal contact.... and possibly before any hand contact as all contact increase the potential for the transmission of disease and possible pregnancy. ( I once had a patient who got pregnant because she touched seminal fluid and with her hand and then touched herself... and the little guys swam upstream of their own accord).
Thanks for asking because it means you want to be responsible and safe.

While pleasuring a woman, you may find yourself in an opportunity where you can slyly equip yourself with the condom without her even needing know.
Of course she might ask if you have one on at the eminent next moments, and when you explain, she'll be wooed by your experience.

Before any type of sexual contact because any type of vaginal or seminal (and other bodily fluids) can carry the risk of STDs, HIV and of course pregnancy.

it's the most important thing: you put the condom on BEFORE you have sex. ALWAYS! not after, or during sex!
how old are you anyway?
