I like Adobe photoshop Elements. It is not too expensive and it is designed for digital photography. Buy a book too because unless you are familiar with photoshop you will benefit from the teaching in the book.

If price does matter, I would certainly try Photoline (an older version if you can find it) or GIMP (The one going with Linux is also available for MS). You'll need to spend time on these programs though.
