Yes. The world prefers anarchy, Sadaam style. The idea that there could be a rule of law deeply troubles governments that favor a wild west approach to rule, so they can do whatever they please. For example Sadaam's son would routinely have the police grab a woman off the street that he could enjoy. And Sadaam deeply enjoyed defying the UN, even though they put out 17 declarations asking him to do right. So the US foreign policy destabilized Iraq and prevented Sadaam's son from just having a good time and it prevented Sadaam from killing hundreds of thousands of more people. So the US foreign policy was damaging to their quality of life and is very troubling. Indeed, US foreign policy also destabilized Hitler's government and inconvenienced him. Also, US foreign policy destablized the Japanese from taking over the US and did not support the Kamikazes who just wanted to blow up US ships freely.
