If you mean breaking in a new car engine, I was told not to go over 120km/hour for the first month or 1500 km. I followed these instructions and so far so good. (touch wood)

No reason to, since most of the newer cars have software that downshifts the car automatically.

Not unless you are descending a VERY steep hill then 1 or lock up would be appropriate.
