(I mean GTA IV)
-In what period of time it would take place?
(I mean like this...Vice City was in 1986.)
-In which city it's based?
-Will it be released for PC?

There is no official information regarding the game. It is all speculations from now until any interviews with actual developers or Rockstar releases information. Beyond that it lies solely in guesses on forums or other websites that like to predict the game's direction.
