The best program is depending on your skill level and in what language you are writing the website. If you are doing a simple html/javascript site, you might find that a program like editplus is just dandy. If you need something more, there are a number of higher end programs available. Coffeecup puts out one and Microsoft puts out one. Personally, I have found that editplus... does 99.9% of the stuff I want to do (I write java, php, asp, perl, html, javascript, etc...) -- there are a number of other ones available which I might also suggest. However, it really depends on your skill level, personal preference, and weather you want the computer to write the code or you want control over the code.

I have to say that one of the best programs out there is webpiston site builder. It basically guides you through a set of assistants so you can create a web site. I didnt know enough html to build one myself and this did it for me, plus i didnt want to host my own site just in case the internet or electricity dropped. They also have a tool to automatically create search engine friendly text and they link you in their community so you rank faster in google and others. its $19.99 a month but it gives you a quality solution. I tried other free services but they are sub par...try it out, it worked for me. They have a demo version so you can see the initial results.Hope it helps, later

If you know HTML, you can use NotePad++...but I'm assuming you don't, so try using NVU. NVU allows you to create a website just like you were using Office or something like that.

maybe you can try out Google Page Creator, it is an online tool and it is a what you see is what you get tools. and it is easy to use too !

The most important thing is, it is free. ^^
