First let me clarify we are talking about two different monster here. The War Powers Act and The now infamous (and in Bush's case overused 750at last count) Presidential signing statement.
I should say upfront that I completely disagree with what Bush is trying to do as I disagreed with the wiretapping. However the War Powers Act has its merits and Lincoln needed it during a real war.
The Signing statement is another beast altogether because it doesn't require war, or conflict or anything other then the whim of a president.
Presidents have used signing statements for such purposes as instructing executive agencies how to carry out new laws. Bush's statements often reserve the right to revise, interpret or disregard laws on national security and constitutional grounds.
Since the congress has already approved and sent the bill, by signing it and then adding a statement Bush doesn't allow congress to respond, thus eroding the spirit if not the law of separation of powers.
Bush has more than all other presidents combined.

Perhaps you're unaware that law enforcement has ALWAYS been able to search and enter without warrants when exigent circumstances exist. For the mail, think letter-bombs, anthrax-filled envelopes, etc.
This is nothing new; this policy has always been around. No need to work oneself up into a froth about it.

Because he thinks he's above the law of the land and he's not. The funny thing is this. If he doens't intend to violate the law, then why did he sign the signing statement after the bill was passed? This is called a condradiction, which of course is one of the defining words of his Presidency.
