Weeeelllll - as far as I know, a "Woggle" is a long wiggly item that kids/people use at swimming lessons! You can also obtain them from sport suppliers.
BUT - if you mean something entirely different and rude - then use your imagination!! LOL

its technically okay to play with a woggle unless its still connected to the cub scout and his kneckerchief. Then its just deviant
