I have worked for the past twenty five years in College and University Admissions, there is always a large number of international students applying to American Universities, why because we are the best. When the numbers go the other way around and millions of American students apply to international schools, then I will believe otherwise.
The general liberal arts education given to American Students, and the fact that there is no glass ceiling preventing a student of any socio-class from attending makes American Education the best in the world

As a foreigner living in America I'd have to say no, given the ample displays of intelligence I see at fast food restaurants and in the legions of cleaning staff keeping the nice stores I shop in clean at malls all over this fine land! Not to mention the incredible intelligence displayed by the sales staff and clerks, simply outstanding America; You produce absolutely incredible service People!!!!
