Serious alcoholics would try to drink denatured alcohol even though they could go blind from that drink.

That means denatured alcohol. What they do is make the alcohol undrinkable to avoid certain types of people (small kids and drunks) doing damage to themselves - they do this by adding a chemical called Denatonium Benzoate which is the most bitter tasting substance known.
It only takes a tiny amount added to pure ethanol to make it incredibly foul tasting and undrinkable.

Denatured alcohol is alcohol that has been made non-consumable by adding toxic alcohol to it to keep someone from drinking it. If enough of it is consumed it can be deadly and there is no way to make it non toxic, before it is drank or after.

alcohol is not removed only other product added, this is usually done with food products, example, vanilla flavour if you add vanillan it is no longer "pure" ethanol it is usually done for excise (duty\tax) reasons, if it is denatured it cant be drunk as an alcoholic drink

same way perfume/ fragrance "cooks off" it just leaves the fragrance

Denatured alcohol is methylated spirits (but without the mauve dye). It's harmful for anyone to swig cosmetics whether they are old or not.
