I am also trying to perfect my writing skills.
My plan:

Write AND Read as much as I possibly can. (Particularly reading work by people with similar interests and writing styles)

I have also written up a list of statements and questions that I'm either interested in researching or finding answers to. (I'm an aspiring journalist) And when I find spare time, I pick a question and write about it.

This works for me - I hope that its of some help to you...

Good luck!

If you're talking about writing in general, here are my recommendations: Practice, even when you're writing just an e-mail to a friend. Always be aware of your spelling and grammar. Your dictionary is your best friend! Don't try to use big words; just be concise – your reader will thank you for it. Pay attention to the organization of your piece: Be sure to include intro, middle, conclusion, paragraph transitions, etc. Be your own editor: Are you using correct punctuation? Avoid run-on sentences and dangling modifiers (ex. of a dangling modifier: "After making a right turn at the intersection, the house could be seen" should read, "After making a right turn at the intersection, she could see the house."

These were just a few tips off the top of my head. Also, I would recommend keeping some kind of journal (dream, prayer, etc.) and just let your stream of consciousness flow!

And keep reading other people's work to get inspired and to learn!
