Steve89's answer is the only correct one. There must be a mistake in your clue number two, since there are no leaders of any significance who have six letters in their names, the third letter of which is an "e." The political leader for the first two years of the war was Franz Josef, and after that it was Charles. The chief military leader was von Hotzendorff up until 1917, and after that it was von Straussenberg. I cannot find even a minor leader of Austria-Hungary who fits the qualifications of your clue.
