I sent my resume and got an out of office with the person's phone number. That was three weeks ago, two days ago i sent an email. I have the person's number, I'm dying to call, should I do it?!

I would follow-up. You've done the right things: resume, sent an email, and now call.

Call - introduce yourself. Explain that you sent in your resume applying for position xyz and would like to know if they're still considering the position or has it been filled.

you have nothing to lose. And keep in mind they probably get tons of applicants or resumes to go through, plus additional job functions. I never really take into account if an applicant has called me or not to check on the job status. Plus, it will keep you mind at ease if they have filled the position or not. The only thing I would say is probably don't call continously.

Remeber - it's a job in itself trying to get a new job - perseverance, that's the key !
