It could mean that such people get him aroused sexually or that he finds such people to be interesting and exciting to listen to and hang around with.

It would make him consider having sex with you, but he might not mean it in that sense.
I've said, "Oh man, that new level in [such and such a game] was a real turn-on," but not meant I want to have sex with the box.
