You can try distracting them with a reasonable question that gets them to actually think about something else. Try asking advice about something they might know about, but is different than what the person is dealing with at the moment.
If this doesn't work, you must come to grips with the fact that if your questions are having no effect, then you must remove yourself from the person physically. When you do this, you create a diversion so to speak, because now the person sees you are not acting the way they want you to or that you are accustomed to. Withdrawal of any type of interaction usually allows the person to be able to calm down somewhat, and it gets you out of the line of fire.

A slap across the cheek, together with shouting "snap out of it, woman!"

I've seen it work on hysterical women many times in black and white movies.

if they're just acting crazy to get attention: a slap across the face, or leave and ignore them.
if they really are insane: meds, call 911, get them sedated.

Guess it depends what sent them into this state to begin with. Witnessing traumatic occurrence, violence, death, abuse, or drug crazed? medical experts differ on this as some use shock treatment, some say it will occur naturally, others advocate drug therapy.

try calming them down.... never try the whole slapping across the face thing cause if there really psyched out they will hit back/beat the hell outta you.....
best way of calming them down is sittign them down and having them take deep soothing breaths

try giving them chocolate it soothes anyones sadness or depression and if that doesn't work take them to their favourite place
