Ok, I go out with a guy that is 3 years younger than me (I'm 16) && my mom is always complaining that I need to find a guy that is old enough to drive && have a liscence. But I don't look at it like that. I look at it as long as I'm happy, she should be happy for me. I think I'm at the point where I can truely say that I do love him. I don't know what to do. Who's right? Me or my mom?

While it's kind of strange that you are interested in a boy that young, if I were your mom I'd be happy.
There's a smaller chance that you'd get pregnant while dating a child than if you were dating someone your own age!

id you know that girls mature faster than boys? ask yourself that
question. and what can he really do for you you are probaly the
one spending money and gift etc and if he is probaly gettin
from his parents, you can look at as love though you young
but have think where can this go,probaly just sex I mean that
everything andwoman and being through which you will experience to because we all go through now your mom just
looking out for you because she know what best for,and beside
it,s a blessing to have your mom there trust me talk to and
and try to hear her out and she need to do the same something
mother are not always right but at the same time she loves you
and you loves her don,t let it be over some boys that it intefere
with ya,ll relationship trust me you just some alone time to
talk go to dinner just the two of have a lil fun and then began
to talk,one to another.

Well, in some states when you turn 17 the ordeal will become a criminal question. So watch yourself.
Maybe you should look into guys that are closer to your age or just be friends with the younger ones.

You are right it shouldn't matter how old he is. If you like him then thats you, she should be happy for you...but you are 16 and dating a 13 year old thats kinda I dont know....if you happy then go for it!

That is a bit of an age gap for being the ages that you are. Plus, if you are kissing or anything else you could get in trouble for statutory rape. I would tend to agree with you mom on this one. You need to be dating in your age group.
