It doesn't work like that.
1) If you're addicted you're already addicted and adding more nicotine will only make it worse.
2) if you're not addicted then you wouldn't be asking the question in the first place.
Nicotine addiction is very subtle. It mainly works on your thinking - it makes you just "feel" like "Gee I'd like a cigarette." Doing so over and over again only makes the addiction stronger, and tougher to break.
If you're just at the point where you're getting urges to smoke again, then what you _should_ do is stop immediately and completely. Continuing to smoke, whether or not you inhale (and once it's lit, you'll probably inhale anyway because what you've suggested is you have a psycho-sexual desire to smoke, in addition to your addiction, and none of us can think straight when we're horny) will set you down the path of being a regular pack-a-day or more smoker.
It's your lungs and cardiovasular system, and not your you-know-what, that will pay the price for the decision. So make your decision with the head that has two eyes.

If you don't want to be a smoker, it makes no sense to spend all that money on a cigarette you aren't even going to inhale. If you do want to smoke, and you're trying not to, you're only making it harder on yourself and it won't be long before you inhale out of curiosity or a lack of will power. Then the next thing you know it's a few years later and you've gone from that one cigarette that one week to a pack or more a day. So to answer your question, yes, you would increase the chances of becoming a smoker who's addicted to niccotine.
If you're somehow "turned on" by the idea of smoking, yet you don't want to be a smoker, you may want to seek counseling because this could be a sign of deeper issues, and there is a good chance you have other issues as well, whether you realize it or not.
But, I'm willing to bet the cigarette itself isn't what turns you on. It sounds to me like you're excited by the concept of doing something "bad." You're doing something that you know you shouldn't, and that is exciting for you. If that's the case, and it probably is, you're better off finding something else that's "bad" and exciting that won't cause cancer.
There are plenty of other "bad" and exciting things in this world that you can do without jeopardizing your health. You could take up rock climbing, boxing, martial arts or some other form of exercise and that is actually GOOD for your overall health and your self-esteem. If you're not interested in health or self esteem you could read "bad" magazines or watch "bad" movies, play "bad" video games, and those won't give you cancer.
If you don't want to be a smoker, find something else to focus your attention on before you become a slave to the niccotine. Don't get attached to the smell of the tobacco in the unlit cigarette. Don't get fond of the smell of stale smoke on your clothes. Think of all the cool things you could spend your money on instead of cigarettes.
My boyfriend and I spend around $175 per month on cigarettes. That's higher than my cell phone bill, my water bill, or my Direct TV bill. If I saved that money for one year I could buy a really cool big screen TV, but no. I can't help myself and I keep buying more cigarettes. Sometimes I make an effort to cut back and smoke less, but then something comes up and I'll smoke a pack in one evening. I thought I wouldn't be addicted either. Everyone thinks that when they first start smoking.
It only takes one cigarette to change the color of the inside of your lungs. Smokeless tobacco (like chewing tobacco) is even more disgusting, less attractive, and just as dangerous, if not more so, than smoking.

If you want to smoke without inhaling, my advise is don't bother and save yourself the $5 you'd waste on buying a pack. I don't think you could become addicted physically if you don't inhale.

Not sure about the "turned on" thing. However, I know from experience that the only way to quit is to realize one is never enough and you are not helping yourself at all. Stop cold turkey, most can't do it my way but I refused to slowly kill myself and chance hurting my kids. If you need "help" use a patch or gum. The American Cancer Society (?) is always there to support you.

Nicotine is a serious addiction, akin to heroin. Any dosage could cause an addiction, even a small amount. Try smokeless cigarettes.

You sound committed to smoking. If you decide that way, its your decision. No one should help you rationalise your decision. Please don't share your smoke with others (ie secondhand smoke).
I smoked for years. Quitting was quite difficult.
