Having someone do it with the proper tools will be quicker and less painful. The piercing is done with the stud itself. So the insertion of the stud and piercing of the lip is done in one quick action. Happens in about 1 second.

If you do it yourself, it's almost guaranteed to be much more painful. You'll be fighting your natural instinct to avoid pain, so you'll take a lot longer to push that needle through your lip. Then after you make the hole (which will be stinging quite badly at this point) then you have to insert a stud (which will again be painful because you are now irritating the new wound you just created). And on top of all of that, there's the chance of casuing an infection from whatever your pierce your lip with.....

Not worth it...I would just pay someone to do it for you...

Just don't do it. If it's done properly you still risk to get an infection. And if it's not done properly, the trouble can be sooo worse. Search the web directories to find a qualified professional. And if the reason why you want to pierce your lip yourself is your tight budget, then discuss it with the professional himself. You might find an agreement. But please, don't do it yourself!

Get a large hammer and hit yourself over the head! Piercing your lip is a poor idea and doing it yourself is insanity!
