if you are a member of the eu countries then just go or if australia you will have to apply in their embassy

each city in the USA has civil service exams.. some have residency requirements. you have to look in the place that you what to live. if its nyc i can help you a little... anywere else you gotta look. if you belong to a union ask them if they can help you by contacting the unions in the usa
