I highly recommend a Britax, they are safe for rear facing and will hold a child up to 65 lbs. so it can be turned around once the child is one and you don't have to worry about purchasing yet another seat. They sell them at Babies 'R Us as well as other retailers, the Britax website was rather informative for us when we were trying to make the switch to a bigger carseat as well....good luck :)

My daughter was on the smaller side as far as weight, but lengthwise, she outgrew her Graco rear-facing at about 7 to 8 months. At that time, I went looking at other options and found that a convertible car seat would work the best. It can be placed either rear or front facing and it also had the capabilities of becoming a booster seat. By the time she was ready for a booster seat, it was just too bulky, not too mention two years of crumbs, juice, and slobber made it completely filthy. I ended up buying a new booster when the time came. Anyways, look for a convertible car seat and be sure to follow the age and weight restrictions! Be sure to wait until he is a year before making it front facing!
Another tip for convertible car seats: I bought the kind with the overhead shield and 5 point harness...the overhead shield was PERFECT for afternoon car naps when we finished running errands. It kept her in place but kind of gave her a soft area to lay her head. She loved it!

I have the Eddie Bauer car seat that I got from Toys R us. It is a bit bulky and costs about $180, but it goes from newborn all the way up to a booster seat for up to 80lbs. I also had a big baby that grew out of her peg perego carrier by the time she was 6 months. I bought the Eddie Bauer and she is now almost 4yrs and still uses it.
It can be used rear facing, forward facing and then later as a booster seat.
Mine is the same one in this link, just a different color

Sophie switched to front facing at around 20 months. The only reason I didn't do it longer was because we had just moved to Guam, and rarely drive. Even when we do drive, the speed limit here tops out at 45, LOL!!! If we had still been in Puerto Rico, or had moved back to California, she would have remained rear facing for a while longer, perhaps til 2.

Try the Evenflo Triumph 5 . It is mid-priced. Babiesrus had it for $119.00. It is a convertable so he can use it for front facing aswell. He is over the weight limit for front facing now, however if you had an accident his little neck muscles still couldn't handle it. so wait a bit longer, maybe till 10 1/2 or 11 months.

They sell toddler car seats, that can be used for rear-facing also. We use on too because our daughter is so big. Check out walmart.com and target.com to read the specific specifications. At that size, it really wouldn't hurt to go ahead and have him face forward, IF he can sit up on his own. He's as big as most one year olds anyways. Hope this helps.

Walmart or toys r us would be a good place to start. Please do not put him front facing, in Vermont it is against the law. I do not know about other states. Brit-ex makes a good and expensive car seat.
