9 months is prime seperation anxiety time. If he's not hungry and not soaking wet, ignore him for 15 mins. If he's still crying, go to his room lay him back down and leave, keep doing this every 15 mins. or so. DO NOT pick him up. If you do, he will come to rely on you getting him and you will never get him to sleep all night again on his own.

What time does the baby take naps during the day? Also limit the amount of naps the baby takes during the day and how long of duration. Make sure his naps are not to close to bed time. Is the baby soak & wet when he wakes up? Try to limit liquids just before bed time. Is the baby hungry when he wakes up? Is he getting enough to eat during his last meal at night? Is the baby over heated or too cold in the bedroom? Also, check to see if the baby is not feeling well. Last but not least, keep the baby active during the day and it will sleep through the night.

Try feeding him a little cereal before bedtime. Try giving him a bath and play with him to tire him. If it continues, see the doctor, it could be a medical problem.

Maybe he is hungry, feed him a little heavier and let him go to bed 30 minutes later. Is he teething maybe?

My kids started doing this right around the time they started walking. They wanted to be free to roam. The only thing that worked for me was to wrap them tightly in a warm and soft blanket. Good luck
