the IP address will take you to the ISP at the most...
any future and the ISP will probebly want good answers
usally only law enforcement agencys will able to obtain such details from ISP's

If it's a computer attached to your network you can try nbtstat -a [ip_address]
If it's a computer on the Internet you may not be able to get the computer name.
If you are referring to a person, you cannot get their name from their IP address.

Not sure what you mean, if you want information on who a website is registered to you can go to whois.com and enter the url and get basic information upto and including a telephone number and address, other than that not sure what you mean hope that helps
