No, he's obviously just some loo-ser who's taking the piss, quite literally. He has got away with it on several occasions so he must be flushed with success.
Perhaps he is setting up his own public loo. Or he is a local builder who has charged his customer for new ones and is nicking them from there to save himself the money.

Lol - i was at uni in Southampton, my halls was literally just down the road from that pub + during my summer job, on the way home, i would snuck into that EXACT pub to take a lag!
Thing is, the toilet was right by the door on the side of the building - anyone could just walk in and take full use of that pubs toilet without even having to walk past the main bar.
A crime waiting to happen in my opinion....

Actually it may not be national but international news. Chances are that it was the Polish plumber who got bored with France and moved... Seriuosly speaking the case seems to be pretty rare and funny in a way.
