If your credit cards are reducing your limit every time you make a payment, they have re-assessed your credit worthiness and decided you are a higher risk. There probably isn't much you can do to keep the limit or even the account open. Carrying large balances over long periods and only making miinimum or slightly larger payments, makes you a higher risk. Forget about your utilization or debt to limit ratio and how that impacts your score. Concentrate on just paying off the credit cards completely. Call the credit card companies and ask that they not close the accounts. If they don't want to keep the accounts open, there is nothing you can do. You cannot force them to give you a line of credit. Just find a different credit card .... once you get all the existing debt paid off.

They usually tell you if your credit limit went up, and they say nothing if the credit limit goes down. They usually have some factors on how often and how much it can change in relation to your credit score.

yes they can and you will get a notice.
here are some factors,
if you take on more debt, or become late, go over the credit limit, collection activity they will lower you limit and jack you interest rate up.
Now all of the opposite you score increased, paying on time, not maxing out you cards
they will increase your credit limit.
