Most private businesses don't allow barefoot customers, ostensibly for health reasons but it has more to do with safety - they don't want to be responsible if you step on something sharp or get your toes run over by a cart. I strongly suspect WalMart has the same policy.

Incidentally, while it may be fun to ask the manager to cite the actual 'health regulations' that prohibit bare feet (in most places there aren't any), they still have the right to kick you out or insist you put something on your feet; it's private property.

Well I think the typical Wal-Mart customer would feel much more comfortable if they could go in barefoot. This actually may be a good marketing stragedy for them. They could come on in and feel at home while you shop. No Shoes, No Shirts, No Problems. Bring your blue tick healer dog with you as well! If you wear camo pants with urine scent on them you get a 10% discount.

But currently they have a no shirt no shoes no service policy.

That is not a good idea because you could catch something like athletes foot.

I wouldn't try it. It hurts when some kid runs over your toes with shoes ON.
