Like people said, so that experienced leaders can help out an new, reltively unexperienced president find patterns and provide anecdotal advice.
Of course, most Presidents, being the determined individuals that they are(and must be to survive and election, tend to avoid running things like the "other guys" and thus ignore possbily vital information.

you're heavily incorrect, the distribution record of the PDB is on the only discretion of the President, and collectively as the distribution is suited secret, i'll place funds on the certainty Bush isn't letting the Clintons see them it incredibly is certainty doubtful that she even have been given them as first female, because of the fact the PDB concerns itself regularly with intelligence and secure practices, subjects Hillary did not handle, the distribution record has consistently been very small I only ask this, furnish one little bit of sturdy data Clinton recieves PDBs, she only would not, neither is it classic for ANY FORMER first ladys to take action.

There is a national security reason for it. I suspect it does 2 things:
1. Tries to make a connection to any past reports, incidents, etc.
2. Lets them know if there are any threats on their life.
