Make sure both phones have their bluetooth feature activated and that they are both discoverable.
They also need to be relatively close to each other - depending on the phone, the distance has to be anywhere from a few feet to up to 10 meters.
When sending make sure that the receiving device is is on and isn't actively engaged in another activity. This is because the receiver has to accept the transmission before it can begin and possibly confirm receipt after it is sent.
