first you meet with your PO and tell them the reason you wish to relocate to another state. then you see what your PO has to say about it. alot will hinge on the reason for your probation, how much time is left on your probation and how compliant you have been until now. then, if your PO's supervisor says a transfer is OK, the next step is to contact the probation offices in the new location where you will be living and see if they would be willing to accept the transfer. this can be harder than it sounds, since many probation agencies are understaffed and overworked already.
In any case, the first step is meeting with your PO and talking about your reasons for relocating.
