Yes, you have to know VBA or, even better, VB.NET(if your spreadsheet is in MS Excel, there are other languages for other applications), and write a macro which does it for you. Or get the macro written by someone, it wouldn't be a big deal for someone who has programmed both macros and web.

depnds on the spreadsheet you are using you could write a macro / function to retrieve the value. there are also RSS feeeds that do the same job

you will need to carefully design it to handle if the internet connection wasnt working or was broken but it should work OK.

I did soemthing similar a while back using Excel, admittedly on a intranet so we 'knew' the server would always be there, but the principle is the same

if the worst come to the worst you may have to download the page, save it as HTML and readt through the file

Go to somewhere like elance and get a quote for a macro or look at getting an RSS feed from the web site. This can go onto your desktop or feed into your spreadsheet.

Yes, you can make a program in php to do his and will take a timed snapshot of he exchange rate and then reload your spreadsheet.
