You cant. MI5 know who the bomb makers are, but are afraid to boot them out of the country because of all the daft liberals who will call them racists. In my opinion anyone who has strong suspicion of being a terrorist should be either booted out of the UK, or detained indefinetly. Or else we will never resolve any of this.
