Limo service requires licensing from your local PUC that licenses charter operators. You will also need permits from local airports (another set of inspections and fees and such), and informal connections with your local hotels (esp. the doormans). After that, you have to worry about insurance (whatever is required in your area of operation, probably 2 to 5 million), staff (you will need driver AND airport greet&meet persons) and worker's comp and related taxes. They will all need suits for professional look. All this before you even think about the limo and maintainence, and before you have a single customer.

You will also need a merchant bank account to take credit cards, and dispatch software, not to mention cellphones and/or walkie-talkies.
