You go to the website of that particular paper. Make sure you put the name of the paper, city, and state in the search engine. After you get to the relevant paper's site there will be a spot (usually at the top) where you can enter the date of the paper that you are searching for. Good luck!

The public library should have it - in hard copy if it's recent, on microfilm or online if it's older.
