I think that's a cousin twice removed. Your mothers fathers brothers daughter would be your 2nd cousin, so you are definitely related.

My brother married our cousin. It is legal in the U.K. We were
also told that with my brothers parent being the female and our
cousins parent being male made it more acceptable. So it
should be perfectly okay for you (your second cousins too).
Our vicar did seek legal advice before accepting to marry them.

No she is not your sister.... yes you can marry, my niece is married to her cousin and before they did that they had the blood work done... It is not popular in the States to do that. But it does happen.
