Assuming A and B have to be integers, then there are only four choices:
1/4, 2/8, 3/12, 4/16.
The relationship between A and B is:
4A = B
If you aren't restricted to integers there are an infinite number of answers like:
A = 1/2
B = 2
A = 1/3
B = 4/3
A = 1/4
B = 1
A = 1/5
B = 4/5
etc.

1/4, 2/8, 3/12, 4/16. 5/20 would not work because 20, B, is not less than 20--itself--it is equal to it.
1/4 = 0.25. 0<1<4<20.
2/8 = 0.25. 0<2<8<20.
3/12 = 0.25. 0<3<12<20.
4/16 = 0.25. 0<4<16<20.
There are four ways with whole numbers. You could technically have .5/2, since .5 is greater than 0, but this is not a proper fraction... hope I helped!
