Vary activities. Keep each short anf sweet. Little bit of listening, little bit of activity. Make every one of your words count and say things in varying tones frequencies and voices. Have students do a role play (maybe with you at first), where they have to prepare for it. Perhaps they are listening, but their body language is negative. Perhaps talk about body language. If you are really concerned, talk to their parents/caregivers. You could even see where the body language has been learned? I've just come back from 4 weeks exchange teaching in Shanghai. There they put the seriously disinclined up the back where others don't have to bother with them. (I may experiment with that one myself.) If they muck up up there I guess they are excused as they leave for the chair outside the principal's office. Are these students not listening, or are they on a power trip? Perhapthey need a hearing test to determine whether they have hearing impairment. If nothing else it will alert all concerned that there is a perceived problem, and you are attempting to "tackle" it in an enlightened manner. Do you hear me? Oh and stay cool and calm. They will have no satisfaction of seeing you rattled. Good luck, you are not alone.

As a teacher, I was told to sit them in the front row, in the middle, and wear something bright, like a flower or tie. Fix it so they have to eyeball you, and there isn't much around to distract them. Turn off computers, radios, and TVs.

Primary goals
don't use too many words
don't nag, give them three chances, have consequences
don't threaten, esp if you never follow through
physically get on their level.
look them in the face (don't be yelling from another room)
I don't recall the others, those work pretty well in our house

Please don't beat them . Try to ignore them for a while . Make them get the fear of loosing your attention for them . They will promptly listen to you .
